Dubuque County Library District provides public library services to the residents of unincorporated areas of Dubuque County, residents of the cities of Asbury, Epworth, Farley, Holy Cross, and Peosta. Checkout privileges will be issued for citizens of other towns based on a signed contract with the Public Library Agency of Dubuque County or participation in the State Library Open Access program. There is no charge for a library card. Service will not be denied or abridged because of race, color, national origin, sex, sexual orientation, gender identity, religion, age, disability or veteran status. The library allows persons from all areas to use materials while in the library.
Fine Free Begins Now
On September 1, 2019, the Dubuque County Library District will eliminate overdue fines on almost all library materials. The Board of Trustees of the Dubuque County Library District voted on June 18, 2019 to approve the proposal to eliminate daily fines and all past overdue fines on library materials. Overdue library fines and fees accounted for only 0.7 percent of the library’s revenue in the 2019 fiscal year. Studies have shown that library fines create barriers to library access, especially for families on fixed incomes and among children and teens, and that overdue fines are not an effective tool in encouraging patrons to return materials on time. Increasingly, library professionals believe that charging overdue fines undermines the mission of libraries to provide free and equitable access to information. At DCLD, unpaid overdue fines will be forgiven from over 2,700 accounts. This will bring nearly 600 accounts back into good standing and allow those users to once again check out library materials.Eliminating overdue library fines is becoming a nationwide trend. Dubuque County Library is pleased to join its neighboring libraries who have gone fine-free, including Carnegie-Stout Public Library in Dubuque, Cascade Public Library and James Kennedy Public Library in Dyersville. Library members will still be expected to return library materials on time and will be charged for lost or damaged items. Items not returned or renewed by the due date will trigger a blocked account until items are returned, renewed, or paid for in the case of lost items. Overdue fines will remain in place for Chromebooks and wireless Hot Spots which will be available for checkout soon.
